Since first elected in 2015, Tony has worked to build West Covina into a safe, prosperous, and proud place for all to enjoy. As an over 30 year resident, Tony knows that there is always work to be done for the community. He is passionate, willing, and committed to continue to work.

What We’ve Accomplished!

The City of West Covina is evolving. Tony is is committed to continue working to find ways to improve our City. 
As a member of the City Council, he has:

strengthened
city finances

  • Maintained a strong financial position by consistently balancing the city budget every year through disciplined, conservative spending.
  • Increased city reserves from $9 million in 2019 to over $24 million today, building long-term fiscal stability.
  • Boosted city revenues and expanded resources by driving growth in thriving businesses, strategic investments, and new development projects.

  • Hired 20 additional police officers from 2022–2025, bringing the total to 110 sworn officers serving our community.
  • Funded a new quint fire truck, added two engine trucks, and acquired five new ambulances to enhance response times and modernize equipment.
  • Recognized by Forbes, West Covina ranked as the Top 3 safest U.S. city with a population of more than 100,000 in 2023.

  • Attracted new businesses, including Envision Toyota, Tesla, Haven City Market, Urbane Cafe, California Fish Grill, Wallace Chicken, Fogo de Chão, Texas Roadhouse, HomeGoods, and more.
  • Supported major new housing developments led by Meritage Homes, Lennar, and RC Homes.
  • Positioned the city as a destination for business and investment, driving job creation and expanding services for the community

  • Completed a master plan for all 16 city parks to enhance the facilities and amenities.
  • Installed synchronized traffic signals and ADA upgrades along Azusa Avenue, improving safety, traffic flow, and beautifying medians with vegetation and lighting.
  • Allocated funding to clean and clear the hillside, parks, and common areas that had been overgrown and neglected for more than 30 years.

  • Continue to support the strengthening of our public safety departments.
  • Actively work with LACADA and Hope Team to effectively combat our homeless situation.
  • Support a more proactive Public Works department to ensure our streets and parks are clean for our families.


EFFECTIVE

  • Work to emphasize “customer service” from city staff to enhance resident experience living in our city.
  • Organize and increase local events, programs, and resources for our seniors and youth.
  • Develop projects designed to enhance infrastructure and safety mechanisms. 

PROSPEROUS

  • Achieve financial stability by continuing to effectively increase revenue and stabilize expenditures.
  • Build West Covina as a premier city to raise families, work, and entertain.
  • Continue to promote West Covina as a destination city for cultural arts including music, dance, and fine arts.
