Since first elected in 2015, Tony has worked to build West Covina into a safe, prosperous, and proud place for all to enjoy. As an over 30 year resident, Tony knows that there is always work to be done for the community. He is passionate, willing, and committed to continue to work.

What We’ve Accomplished!

The City of West Covina is evolving. As we continue to navigate the ramifications of COVID-19, Tony is is committed to continue to work to find ways to improve our City. 
As a member of the City Council, he has:

strengthened
city finances

  • Current fund balance/reserves are over $24 million, a major improvement from only $9 million in 2018.
  • Current 2021/2022 budget is at a surplus showing our financial strength.
  • Cut major expenditures by refinancing our $204 million retirement nonfunded liability from 7% to 3.7%, saving tremendous interest payments for the city.
  • Increased city revenue by welcoming numerous developments, projects, and businesses to our city.

  • Added an additional 10 police officers making our police force 100 strong to better protect our residents.
  • Installed the Flock camera system that has recovered numerous stolen vehicles and arrested criminals to keep our community safe.
  • Updated all fire personnel equipment, purchased type 3 fire engine to battle hillside wildfires, and renovated all our fire stations.

  • Numerous major housing projects all feature city requested first-time homebuyer down payment assistance program to help residents own their homes.
  • Recruited supermarkets such as Sprouts, Haven City, Grocery Outlet, and SF Supermarket to boost services for our residents in all areas.
  • West Covina has been awarded the #1 most ambitious city in California and the #2 most business-savvy city in the nation by Verizon News.

  • Renovated our 16 parks that include the installation of a brand-new children’s playground at Friendship Park and Shadow Oak Park, and a new bathroom at the lower level of Shadow Oak Park.
  • Repossessed the Sportsplex, formerly known as BLD, to become our 16th park with 6 baseball fields, 1 indoor soccer field, and was host to the First Annual 2022 Spring Festival with carnival rides and vendors.
  • Revamped major street center medians with trees, vegetation, and repaved more than 2.8 million sqft. of our streets.
  • Added an additional 10 Public Works and 10 Code Enforcement staff to improve our city by cleaning graffiti, streets, parks, and public areas.

  • Actively work with LACADA and Hope Team to effectively combat our homeless situation.
  • Support a more proactive Public Works department to ensure our streets and parks are clean for our families.

  • Work to emphasize “customer service” from city staff to enhance resident experience living in our city.
  • Organize and increase local events, programs, and resources for our seniors and youth.
  • Develop projects designed to enhance infrastructure and safety mechanisms. 

PROSPEROUS

  • Achieve financial stability by continuing to effectively increase revenue and stabilize expenditures.
  • Build West Covina as a premier city to raise families, work, and entertain.
  • Continue to promote West Covina as a destination city for cultural arts including music, dance, and fine arts.
